Dr. John D. Winkler


John Winkler is a senior behavioral scientist and Director of the Forces and Resources Policy Center within RAND’s National Defense Research Institute, a Federally Funded Research and Development Center conducting studies and analyses for the Department of Defense.  He rejoined RAND after serving as Principal Deputy Assistant Secretary of Defense for Reserve Affairs from July 2007-April 2009, advising the Assistant Secretary of Defense for Reserve Affairs on matters including: manpower and personnel, readiness, training and mobilization, resources, civil-military programs, materiel and facilities, and employer support for the Guard and Reserve. From 2001-2007, he served in DoD as a Deputy Assistant Secretary of Defense, responsible for all National Guard and Reserve manpower and personnel matters, including: manpower requirements and utilization; recruitment, attrition, and compensation; individual and family support; medical programs; personnel data systems; and, legislation affecting Guard and Reserve manpower and personnel.

Dr. Winkler holds a Ph.D. in Social Psychology from Harvard University and a B.A. in Psychology and Anthropology from the University of Pennsylvania.  He is a recipient of the Secretary of Defense Medal for Outstanding Public Service.
